Their war came to an unexpected conclusion when an enormous beast surfaced within the area during the final clash between the two clans. Seemingly drawn to the ensuing conflict that was going on in what seemed to be its home, the beast was not pleased. Its size was colossal, and the pure chakra it contained could be felt by those that weren't even sensors. It had the form of an armored turtle possessing three tails, and would soon be known to the Land of Water as the 'Kyodaigame' (giant turtle), or the 'Sanbi' (three tails). The two clans had no choice but to band together to fight against the beast in a long and harsh battle. A terrifying power was unleashed upon a vast sector of the land, described as a sphere of pure chakra when it was launched. It resulted in an enormous explosion that vaporized anything and everything that were victim to it. Paired with its massive strength and devastating water-based techniques, hope seemed as good as lost afterwards; their numbers were dwindling dangerously low.
It was then that a single man turned the tides of the battle with one technique. He unleashed a magnificent technique, one that grew to such a size that it could stand up against the three-tailed beast. This man was known as Hozuki, Raigetsu; the soon-to-be First Mizukage. He battled with the Kyodaigame and was pushing it backwards with his might, until it began to once again charge its most devastating attack. Seemingly doomed, a large squadron of elite Hoshigaki came to his aid. Each one unleashed a singular but gigantic shark that swarmed the head of the beast, feeding off of the chakra that formed the attack until it was gone. With its attack thwarted, the sharks dealt massive damage to the vulnerable tailed beast, and Raigetsu dealt the finishing blow with his own technique while it reeled. Overwhelmed by the two clans, the Kyodaigame was successfully fended off and retreated back into the waters it came from and has not been seen since.
The leader of the squadron that assisted Raigetsu was lead by a man named Hoshigaki, Keidan- and the intricate technique his squad used to aid the Hozuki leader was one he invented himself, one that would become known as the most renown technique amongst their clan; Daikodan no Jutsu. Both men agreed that to continue war after their battle would be foolish, as both of their clans had their homes destroyed and were badly hurt. They put their differences aside and agreed to come to terms with sharing the territory with one another, and together the two clans would come to found the village of Kirigakure no Sato. The First Mizukage's signature technique, the Tate Eboshi, would be revered for generations to come due to it being the savior of their village. Tales of the two clans' co-operation are told to this day to inspire camaraderie and trust in new generations.

Word of her rule spread far, and encouraged refugees to attempt seeking shelter in such a place.
During her reign, a distant, foreign village named Yukigakure was destroyed and its inhabitants were nearly wiped out. What remained migrated to Kirigakure and pleaded Setsura for asylum. Most were residents of the Yuki Clan, who were nobles of their original village Yukigakure. Those who weren't of that clan were of a nameless family who were soon to be integrated into the Mist's society. After being accepted as refugees, the Yuki Clan quickly awed the village residents in their numerous display's of their clan Kekkei Genkai, Hyoton. Thanks to this, despite their refugee status, they quickly earned a spot as one of the village's most well-off.
Later down the line, another large foreign group came from a distant village by the name of Takigakure. They were exiled as a result of their abnormal genetics; while some looked normal, others had up to as many as three sets of arms on them and some even a third eye. They were known as the Kushaku Clan. While the Second Mizukage was skeptical of them at first, she allowed them to stay but constantly had them on watch as a precaution. Throughout time the villagers did, however, grow to accept them as fellow residents of Kirigakure.
During her 30th year as the Mizukage, a terrible incident befell the Mist Village. Word of the Mist's success and prosperity reached the ears of the outside world, and the first village to take advantage of this was none other than Kumogakure, the village hidden in the clouds. The fresh Third Raikage, a man named Donyoku and a platoon of his most elite shinobi arrived and wished to discuss alliance terms with Setsura to build village relations. Seeing this as an opportunity to better Kirigakure's future, Setsura allowed the meeting to take place a few days after their arrival. During their talk, Donyoku expressed much interest in possession of the Seven Swords. He offered to take ownership of three out of the seven swords, and would in return allow trade between the villages to be generous and lend his troops' aid should war come, believing Kumogakure to be the superior of the two villages.
Setsura saw no need for his offer - she also pointed out how easily they could lie and gain from the 'deal'. Their village would gain powerful weapons, while the Mist would suffer from the loss of them. After this, further discussion proved that they could not come to an agreement on the matter, convincing Setsura to simply dismiss those from Kumogakure and told them to leave with haste. Donyoku did not take kindly to this turn of events; the very next day, a large-scale battle broke out.
What would come to be known as the original Five Cyclones of the Storm- five elite, highly dangerous shinobi at the highest of Kumogakure's ranks, stormed the Mizukage manor with the Tornado Platoon, their own unit made of chuunin and jounin-ranked shinobi. Having the element of surprise on their side, they were able to tear through a large portion of the Mizukage's defenses without many casualties. The Mist Jounin Commander, other Jounin and the Hunter-Nin were the most difficult wall to bypass. They managed to hold the platoon off until Setsura herself arrived on the field of battle, which is when the fight seemed to turn in the favor of Kirigakure. The platoon was quickly suppressed, the Second Mizukage showing incredible prowess over suiton when she rapidly dwindled their numbers. Things took a bleak turn as the Cyclones themselves mowed down opposing Kiri-nin, eventually slaying the Jounin Commander.
Once her second in command fell, it was Setsura alone against the Five Cyclones and what remained of their Tornado Platoon. Once his forces were larger than ever, he sent out an official declaration of war against Kumogakure for the crimes against his home.
Donyoku, the Third Raikage, expressed surprise in his response but was confident that the Mist would crumble for good. A seemingly endless war broke out between the two great ninja villages, each skirmish resulting in a bloodied battlefield littered with corpses. Kumogakure's power was nothing to scoff at, as they were the victor in a larger number of battles than Kiri was. Various circumstances led to four of the current wielders of the remaining Seven Swords to turn their back on their village in need, fleeing with nothing but their prized weapon. Kirigakure began getting pushed into a corner that spelled certain defeat for them, so Dotaru resorted to outside help to give the Mist an edge in battle.
Word had spread of a large group that traveled throughout the lands, accepting contract work and having exceptional combat efficiency when carrying out their duties. The Third sought more information about these mercenaries and came to learn it was split into two separate groups. One went by the Tsume Clan. They had a reputation for making short work of those that opposed them before they knew what hit them, utilizing their hawks as battle partners in combat. Their specialty was taking down foes in one-on-one combat, where they excelled the best.
The other group went by the Kaguya Clan, having co-existed with the Tsume for generations. While most of their people were exceptional combatants in close-quarters, the smaller portion of them inherited the clan's Kekkei Genkai, the Shikotsumyaku- and mastered it. With it, they displayed the best prowess in close-quarters the Mist has ever seen and were a true fright to face off against.
Dotaru brought them to the village and enlisted them in the military to aid in the war efforts. In exchange, he promised each and every one of them a hefty sum of money, which they accepted. With two additional clans in his armies with abilities Kumogakure had never seen before, they were able to turn the tides of the war in Kirigakure's favor.
Although they prospered in battle, the village's true suffering was internal. A very callous man about his beliefs, Dotaru saw no worth in those with no hiden or Kekkei Genkai to their names. They were oppressed and given the very minimum of necessities. He treasured those with notable names and granted them higher statuses within the village such as his own clan along with the Hozuki, Hoshigaki and Yuki. The Tsume, Kaguya and Kushaku were looked upon as freaks in his eyes and were kept as relatively middle-class. Naturally, this gave birth to domestic issues inside of the village regarding unfair treatment and blatant bias- all of which were ignored for the sake of his war.

Both displayed mastery over lightning and water that many could only hope to achieve, seemingly throwing out highly dangerous techniques one after another. While the Third Mizukage had incredible techniques, the Third Raikage had one that could triumph over them all. Storm clouds gathered above the battlefield, and from them a colossal dragon composed of raiton descended upon the battlefield. It hit its mark- the Third Mizukage and a large portion of his forces and struck them all down, leaving nothing but an enormous crater in the technique's wake. The end result of the battle; the Third Mizukage's demise.
With Kirigakure's leader once more slain at the hands of Kumogakure, defeat was nigh for the Mist. The forces that remained were distraught and hopeless, but it didn't last long. Kirijo, Shigekuni; the Jounin Commander of the Mist stood tall even amongst his fallen comrades and spoke out towards what remained of the army. His words encouraged the shinobi to fight to their dying breath for the sake of their home. Morale skyrocketed from his words, and he engaged Donyoku in combat himself. Despite being battered from his fight with Dotaru, the Third Raikage still proved to be a mighty foe to overcome. Shigekuni clashed with the man, matching his lightning prowess with his flames. At the climax of their intense fight, the commander's blade lit with ferocious flames before the nigh-defeated Raikage; a blade of fire said to have towered over the tallest of ninja was conjured. In a single swing, the attack was unleashed, and Shigekuni roared the name of the technique while he struck the Raikage down; Dai Hendo.
The attack struck Donyoku successfully, and in an instant, severed his body cleanly in half. In the aftermath of the technique, a cataclysmic explosion of flames rocked the battlefield and incinerated what was left of the Third Raikage, forming a large, searing crater where he once was. Shigekuni came out on top, but was grievously wounded as a result of the clash- his life nearly faded, but highly skilled medics saved him before it was too late. The downfall of the Third Raikage marked victory for Kirigakure on that day, the rest of Kumo's forces either retreating or already were defeated themselves. After 58 long years, the war had finally drawn to a close.

A New Era
Once Shigekuni had awoken, he was met with endless praise and fame. The civilians, shinobi and everyone else had him to thank for the end of a drawn-out war. Kumo was weaker than ever, and was no longer a concern- however, so was Kiri. His feats in battle and leadership earned him the position of the Fourth Mizukage after the war concluded. In the events of the final battle, one of his squadron's took on one of the remaining Cyclones of the Storm, Daku- the one that mastered the Kabutowari after stealing it. They managed to slay him and reclaim their rightful weapon; however, Hiramekarei still remains in custody of the Cloud. Shigekuni would be left to clean up after the mess of his predecessor, and help repair Kirigakure after many decades of war. Some residents, mostly older ones, were unsure of having someone with no clan to his name lead the village. Despite any suspicions they had, there was nothing they could do about it; his victory over the Raikage even led some to be afraid when it came to speaking out against him.
