The military police is a specialized group governed by Gaku Kinuta. They uphold the law of the land, and also act as a direct line of defense for the village. As the peacekeepers, they are expected to follow the laws of the village and are typically regarded under more scrutiny than normal shinobi. Genin make up a majority of the manpower, along with Chunin and Jonin who manage and train these upstarts.
Shinobi Hierarchy
The Police Commander holds the highest authority, under only the Mizukage. Under him are the heads of the Medics, Peacekeepers, and Watch, as well as the Chief Overseer and Commander's Assistants.
The Chief Overseer: It is the duty of the Chief Overseer to manage and supervise the daily operations of the Military Police, and more specifically, the Heads. He acts as the head supervisor of the Council, and insures that the organization in properly performing its duties, with no abuse or neglect to the village or its citizens.
The Assistants: The Assistants are literally that: those who assist the Police Commander. They are given several tasks directly under the order of their commander, and often are the ones whom he pass messages and orders through. They keep track of the daily operations of the Military Police and act as the direct eyes and ears of the commander.
The Heads: The Division Heads are those who oversee their individual divisions. They uphold the highest authority within their factions, and have the ability to affect others. Unlike regular members of the Military Police, all Division Heads possess the ability to make arrests and detain suspecting individuals. They oversee the daily operations of their individual divisions solely.

Council:
The Council has been newly formed, comprising of the leaders of the Military Police, as well as holding honorary seats for the heads of the Noble families.
It meets bi-weekly in order to have in-depth meetings on: military strategy and village defense, information gathering and sharing, and report review, issues, concerns, suggestions, and trends within the village, and various other talking points.
The Council is also the ruling party that sentences shinobi who break the tenets of the village.
Council decisions, such as sentencing, are decided by majority rule, however these rulings can be changed, vetoed, or approved-in-minority by the Police Commander.
Subdivisions:
There are three subdivisions of the Kirigakure military police, both of which specialize in operations outside of Kirigakure, all of which are made up of the Genin under the military police grown into Chunin.
The Peacekeepers are what one would typically classify as the ‘police force’ of the organization. They maintain and uphold the laws of the village, and ensure that shinobi and citizens alike do so. They are in charge of monitoring public areas in the village, the noble islands, and the slums. They have the authority to make an arrest, and to break up disputes when warranted.
The Watch are the shields of the village, acting as the village’s defense and jail wardens. They maintain the protection of its walls and gates, as well as handle the defense of the MPHQ and prison. They are charged with watching and maintaining cells, as well as feeding the prisoners within. They are unable to make arrests, however have complete authority within the prison.
Training:
The training regimes are strict within the division has a direct emphasis on order, discipline, and lawfulness. The training was brutal and borderline inhumane, however they were implemented regardless of this fact. They have the laws of the village drilled into their memories, along with close-combat training being a must. It is said that upon graduation, the members of this organization are taken to the outskirts of the islands and forced to fend for themselves for three days; whilst being hunted down by their division head.
Uniform:
Uniforms to the village are rather basic, solely being a set of dog-tags that serve as the member’s badge.
RULES:
The ultimate law is to uphold the will of the Mizukage, and through him, the will of the village.
When on an assignment, revealing any information on the subject or your identity is forbidden.
During a mission, the completion of the assignment is what matters above all else. Execute your assignments with precision, and do not fail.
Disobeying someone of a superior rank will result immediate investigation into the issue, to discern whether or not there was probable reason for disobeying in this situation, and may lead to punishment.
Infringing upon the rights of those within the village in forbidden, and will result in immediate punishment. This includes but is not limited to: rape, murder, assault, sexual assault or harassment, theft, etc.
Deserting the village or leaking any information regarding Kirigakure or the Land of Water will result in death.
It is against the law to arrest a citizen or shinobi without permission of a Chunin or higher. In severe cases, an individual can be held until a Chunin or higher arrives on the scene.
Treat one’s superiors with the respect appropriate for their position. Repeat offenders will be disciplined appropriately.
It is against the law for any shinobi to perform jutsu above the rank of C in public areas without permission unless the circumstances are dire or warranted.
Medical experimentation is not permitted without the permission of the Mizukage and the Head of the Hospital. A detailed report regarding one’s endeavors and findings will be required.
Foreign and rogue shinobi are not permitted to enter the village without the direct permission of a Jonin or higher.
Never compromise the safety of those around you during an assignment, unless doing so will lead to, beyond a shadow of doubt, the success of the assignment.
