Overview of Military Police:
The military police are a specialized group governed by Horiuchi, Itazura. They uphold the law of the land, and also act as a direct line of defense for the village. As the peacekeepers, they are expected to follow the laws of the village and are typically regarded under more scrutiny than normal shinobi. Genin make up a majority of the manpower, along with Chunin and Jonin who manage and train these upstarts.
Shinobi Hierarchy
The Jounin Commander holds the highest authority, under only the Uzukage. The Jounin Commander directly oversees the affairs of Order, Judgement and Intelligence and ensures the internal workings operate as intended.
The Head of Order: The Shinobi sitting at the head of the Order branch has a singular duty to ensure that internal affairs regarding their village run smoothly. They oversee the affairs of policing, imprisoning and processing lawbreakers within the walls of Uzushiogakure. They sentence the accused and deliver the sentencing to Judgement. Internal law enforcement, or police fall under this category.
The Head of Judgement: The Shinobi sitting at the head of the Judgement branch has a singular duty to identify and eliminate enemies of Uzushiogakure. They oversee the punishments for lawbreakers as well as formally identifying enemies of the village - they have the power to enter names into the village's Bingo Book and organize squads for the interception, capture or outright elimination of potential threats. Hunter-Nin fall under this category.
The Head of Intelligence: The Shinobi sitting at the head of the Intelligence branch has a singular duty to further the advancement of the village as a whole, through either research or information-gathering. They oversee the progress of sanctioned experimentation and are tasked with scouting and obtaining information from potential threats that might inhabit the surrounding area. Medical and Scouting shinobi fall under this category.
The Guiding Hand:
The Five Heads of the village oversee and govern its internal affairs as a group, regularly meeting and discussing issues and changes within the village.
It meets bi-weekly in order to have in-depth meetings on: military strategy and village defense, information gathering and sharing, and report review, issues, concerns, suggestions, and trends within the village, and various other talking points.
This Council is also the ruling party that sentences shinobi who break the tenets of the village.
Council decisions, such as sentencing, are decided by majority rule, however these rulings can be changed, vetoed, or approved-in-minority by the Jonin Commander or the Kage himself.
Subdivisions:
There are three subdivisions of the Uzushiogakure's Guiding Hand, each with their own responsibilities and tenets depending on the jobs they're assigned.
Lawbringer - Lawbringers are shinobi who are governed by Order. Their primary focus is to ensure that those who break established law within Uzushiogakure are properly handled, restrained and imprisoned for processing. They have the exclusive authority to make arrests within the village and are allowed to do so by whatever means they deem necessary.
Slayer - Slayers are shinobi who are governed by Judgement. Their primary focus is the execution and capture of established targets and the punishment of criminals who have gone through arrest and processing. They do not possess the authority to make arrests on their own, but once a judgement has been given they are expected to carry out the will of their Head without question.
Shadow - Shadows are shinobi who are governed by Intelligence. Their primary focus is information gathering, either by way of scouting parties or through research and development. These shinobi would be classified as the village's ANBU and as such the selection process is thorough and meticulous.
Training:
Each faction has its own training regimen and each faction expects its members to carry themselves exceptionally within their given role. Order teaches its members an adherence to duty and discipline, following strict schedules and punishing military drilling; lawbreakers threaten the village’s way of life, and it's their duty to bring them to judgement. Judgement teaches its members to despise and abhor enemies of Uzushiogakure with physically and mentally punishing lessons that border on inhumane; once a target has been identified, it deserves no mercy. Intelligence teaches its members that loyalty to their organization and to their village is the highest priority, and that discretion is the better part of valor; any secret uncovered is a weapon that can be used.
Noble Clans:
The Noble clans within the Land of Whirlpools are those of which contributed greatly to its reconstruction and sowed seeds of loyalty to the Daimyo and Uzukage prior to these parties gaining complete control. Given wealth and seats of power within the village, they are expected to uphold the prestige and valor of the village. The relationship between the classes within Uzushiogakure is currently pleasant and without strife, as all classes are steadily benefiting from the economic boom. To go along with this, orphanages, half-way-homes, and soup kitchens are well funded and managed under the Uzumaki and Murakami clans, strengthening the bond seen between the classes.

Uniform:
Uniforms to the village are rather basic jumpsuit which holds the land’s symbol on its back. Along with this, every member of the organization will have a fuinjutsu seal etched into their necks, unique in design and aura. Attempting to replicate and tamper with such seal makes one liable to arrest and punishment to the fullest extent of the law.
RULES:
Uzushiogakure has established a separate set of laws for those who reside within the chain of islands. Citizens of the village are preserved and protected, and those who threaten their lives or livelihood are punished to absolute extremes.
Those who reside within Uzushiogakure as combatants without an allegiance are free to live their lives and take up contracts alongside the village’s military. They are given two conditions; do not interfere in military affairs without permission and do not endanger the lives of Uzushiogakure citizens.
Those within the military are expected to obey their superiors without question and those who formally join are told as much on their enrollment. Insubordination is met with harsh consequences.
On the whole, most issues within Uzushiogakure are resolved by sanctioned combat. Two combatants who take issue with one-another may settle their differences through a display of strength if both parties agree.
