Civilians in a state of unrest!
Too many things are piling upon Kirigakure's civilians, they grow weary and disappointed with the latest batch of Genin and look towards the Mizukage for assistance; simply put, the next generation that is currently in training is too unruly and too disciplined. The amount of lethal ninjutsu being used without any form of caution or thought; be it the petty brawls and spats happening in streets rather than the specifically designed arenas -- is not well liked by the civilians, which to some have made various complaints; both rich and poor, to the village's esteemed Council members. The Council is not the most forgiving or understanding of those within Kirigakure.
Some of these complaints have been sent to the Water Daimyō from The Council who wish to punish the village with political pressure and further influence it in the direction they desire; as a result, he has made an immediate response to the matter, he is not pleased in the slightest from what he has heard from The Council in their report, however he believes it's the perfect chance for Kirigakure's current leadership to actually prove themselves competent and for the ones responsible for teaching and guiding it's Genin to take more steps to iron out their kinks and straighten them out. There was even a speech delivered within the capital's square, which provides all the reasoning and context to the Daimyō's course of action.

"I have heard rather disappointing reports from our beloved Kirigakure, from it's village council."
"I have read in their report, that our newest generation of Genin lacks discipline, lacks direction and lacks purpose as of this moment in time."
"From the report I have been given from The Council of Kirigakure, that next to nothing is being done to prevent the unruly ones from committing malicious acts, to advise them to not use what they've learned upon one another in petty fashion infront of the civilian populace. This is unacceptable. Why is this happening? Why am I hearing so many reports from Kirigakure during a time of peace?!"
"How can we be expect our hidden village, our militarized village, to carry out the most simplest of tasks, if it cannot teach it's own young properly? How can we be a proud and great nation, if the sword and shield which are supposed to protect it, grow inefficient and impotent?"

If not? Well the situation will clearly continue to degrade itself; perhaps if both the rich and the poor become one in the same, then maybe all these little spats won't continue to be a thing."

With Kirigakure's funding now publicly announced to be decreased, the village's reputation has taken a hit; hopefully this will encourage the village to perform better and it's Genin to work harder as to not drag down everyone else. However, some fear the Water Daimyō's actions too harsh and rash, especially given the fact it was based on the reports and opinions of the Council; whom have little to no actual hand in the daily operating of the village, task governed by the Mizukage mostly.
The divide in Kirigakure is rather steep and it is likely with the reduced funding, food will be harder to obtain for the lower class and that those presently inbetween the upper and lower classes of wealth, will possibly edge closer to the poverty line; it'll affect the poor the most, followed by the rich and then the nobility and unlikely the Council.
If anything, despite it being a time of peace, hard times are in line for Kirigakure.

This affects the village's influence on the rest of the nation, possibly even the world, as well as the frequency and availability of specific missions
Around Kirigakure as well, there has been a number of reports of increased criminal activity and cult-like individuals roaming about; a trading wagon was the most recent target that narrowly escaped from what is being called 'The Cult' until their actual name is discovered, given their appearances and so on. This further puts pressure on the village's superiors to train up a police force to handle internal disputes and enforce the region's security.
