On Project Shinobi, what cores and profession tiers you can buy at certain shinobi grades is usually low to put a focus on being careful with what you buy. We want people to have options, yet also have notable strengths and weaknesses to diversify player's builds. As our system is new, changes to it can happen with the idea of better representing the reasons it is in place in mind.
Our system defines only the buying of cores and professions, not miscellaneous perks. This usually means that genin and chuunin at the beginning of their journey will have few things they're good at and one thing they excel at while jounin and beyond leveled characters will have a more solid foundation and an expanding arsenal of options. For what counts as cores and professions, refer to the guide by the same name.
Miscellaneous perks can be bought without restriction up to a cap depending on your shinobi grade (ex: Chuunin and T3 misc perks). This will ensure shinobi that choose to invest will always have access to things such as perception, stealth, and other non-core perks.
Core and Profession Caps
E / Civilians as well as academy students before graduation. Some civilians are beyond E depending on what they do for a living. Can L/T T1s from starters but not yet buy perks. Students spawn with academy jutsu and will begin learning professions throughout the final stage of the academy (start week.)

Trained Elements (2nd and beyond if only 1 natural element. In the case of 1 natural element, 1 trained element is free. Trained Elements behave exactly the same but cannot go to T5/T6 tier.)

In addition, having T1 in Taijutsu, Kenjutsu, Bukijutsu, Medic, or Fuuinjutsu do not count toward your profession slot limits - so long as you have no jutsu in the art. This will allow you the very basic amounts of knowledge for using these fields without diving into them.
In order to progress from tier-to-tier with professions (excluding medic), you need a certain number of techniques that are specific in rank in order for you to qualify for advancement. These requirements are:
T1 - 0
T2 - 3 Skillcards (2 C-Ranks Minimum)
T3 - 7 Skillcards (3 C-Ranks, 2 B-Ranks Minimum)
T4 - 11 Skillcards (5 C-Ranks, 4 B-Ranks Minimum)
T5 - 15 Skillcards (7 B-Ranks, 2 A-Ranks Minimum)
T6 - 20 Skillcards (5 A-Ranks, 1 S-Rank Minimum)
Jutsu and Jutsu/Perk Cost
Acquiring jutsu that are from the public database or custom applications require you to be at a certain shinobi grade to buy them. Learning from a teacher allows you to learn 1 grade sooner (an A-rank at C-) but keep in mind that using such a tier jutsu at that rank will almost certainly render the user unconscious. They are as follows:
D-rank jutsu: E grade.
C-rank jutsu: D- grade.
B-rank jutsu: C- grade.
A-rank jutsu: B- grade.
S-rank jutsu: A- grade.
Perk cost is the same as their tier. A T1 perk costs 1 point, T5 is 5 points and so on.
Jutsu cost is scaled based on rank. D-ranks cost 1 point, C-ranks cost 2 points, B-ranks cost 3 points, A-ranks cost 6 points, and S-ranks cost 12 points.
Weekly Progression
Due to the dynamics of our wipe, we believe we'll have a fairly good understanding of what everyone is up to without reading several progression logs. With this in mind, player input on progression logging is preferred to be a single weekly summary write-up to bullet-point your highlights of the week for the admin log-checking you. If you feel something was overlooked and that you deserve more points, feel free to GM-help. In order to spend points you earn through progression, GM-help for an admin to sell you perks and jutsu that you desire. Each week you earn between 1 and 10 points based on various factors - just be aware that the average and high-average area is 4-5 and 6-7 point checks. As you gain more points, you will advance through shinobi grade until reaching C+.

Being within the PP range for a rank allows you to be promoted at any point, based on admin approval. That means that a C+ can be promoted to B- as soon as 80, or at any point between them, and often will if you're active and making good RP.
If a player reaches the maximum range for the rank's range, they are automatically promoted to that rank without admin approval. Meaning, at 110, you'll automatically hit B-, and etc.
Learning and Teaching
Learn/Teach is reworked on Project Shinobi compared to similar games using a daily logging system for it. On Project Shinobi, you receive a flat amount of L/TP (Learn/Teach Points) points each week in addition to your PP (Progression Points.) These points can be used for buying out applicable jutsu/perks from someone with the appropriate teaching requisites: Starting at C- or C, only if you have T3 in a profession can you teach skillcards under than profession. Starting at C+, you only need T2 in a profession to begin teaching skillcards under it. You cannot buy everything that you can with PP with L/TP, such as your own custom jutsu - in addition, you're required to RP for the jutsu/perks and record it for an admin to review. We have low expectations for the depth of roleplay when learning something like T1 Bukijutsu, but for learning something such as Rasengan will be far more scrutinized.
There is no hardset rule on how much must be RPed for higher-and-higher tier jutsu/perks. Whatever is being L/T'd will be rewarded when the teacher, student and admin reviewing the teaching feel that it has been earned (usually one roleplay from each for low tier, genin level stuff.)
Presently, you gain 4 LP points flat for each weekly check regardless of what you have earned for PP. You can also learn jutsu one rank above your normal capabilities, such as learning Shosen as a C- medic, but keep in mind that using A-ranks as a C-grade chuunin-level shinobi will almost always ruin your reserves and KO you.
What can be L/T'd:
All non-unique jutsu
All T1 Professions (including T1 in an element you're selecting as 'trained')
All stealth perks
All medical perks
All crafting perks
Most misc perks (such as chakra flow but discluding things such as sight, as you cannot really teach that. T1 Chakra Control can be learned.)
Semi-unique jutsu/perks and unique jutsu/perks require admin permission to L/T as a form of informal unique approval. Keep in mind you may be denied on the premise of your kit becoming overloaded for your current progression stage.
When in doubt, ask an admin if something can be learned/taught and it will be added here for future clarification.
