Mumei No Mure
Also known more commonly as 'Mumyōnohito' to it's allies, or 'Mumei no karasu' to it's enemies
A secretive organisation that works for Kirigakure, that has given the Land of Water, the impression that it is both disorganised and shadowy; the former not so true, but the latter most definitely is.
In light of the recent happenings with Kirigakure, ontop of the funding crisis, they have decided to reappear in greater number as to help safeguard's the village's future and present standing, pulling away from spying on other regions around Kirigakure and including those within foreign nations.
What do they do and who are they?
Unlike most divisions and Shinobi squads that belong to Kirigakure, Mumei No Mure is currently a scouting and spying organisation that is based in and around Kirigakure, that since the naming of Kirijo, Shigekuni as Kirigakure's fourth Mizukage, the Mumyōnohito refuses assassination work, or any kind of direct violent confrontation, as it is not their purpose, any more.
They disapprove of directly contacting those in positions of power unless there is a great need to do so; the Mumyōnohito opts for lower-ranking members of the organisation to either deliver messages to lower-ranking Shinobi within Kirigakure, to pass the messages up or by using birds to fly in and deliver scrolls to individuals of their choosing; sometimes these messages may point to dead-drops, sometimes they are much more direct, the organisation does not stick to one method for too long for reasons unknown.
As of right now, they are responsible for reporting any internal affairs that would risk Kirigakure as a whole, or outside threats that seek to infiltrate and corrupt the village from the inside-out. In other times, they are much more proactive when it come to their scouting and spying; during war-times, they have had a number of successful operations to acquire information on enemy patrol routes and encampments, and less spoken of, the infiltration missions that had ended up rather bloody.
Whilst the organisation disavows it's active members to seek assassination work nowadays, they will use violence in self-defense as a last resort, should escape be hindered by any myriad of factors.
What is the reputation of the organisation?
The Mumyōnohito is known about in Kirigakure as one of three terms; Mumyōnohito being used more commonly as they are handed names based on rank or performance as to protect their identities.
Ontop of that, even if the organisation isn't spoken about much; due to it how it operates, there is acknowledgement of it's existence but due to it's feats or accomplishments going unreported nor glorified by it's members, there is little to be said about them, other than what they are and what they do and what they have been spotted doing rarely within Kirigakure and outside of it.
The organisation does recruit members, but usually it is those with some degree of passion for stealth and a desire for freedom that are chosen; it is also not as approachable such as the Okyu-Ehei for example. The organisation is much more shadowy and reserved, as to protect it's members' identities and it's own interests. And does not take as much of an active hand in the nation or it's conflicts, as Kirigakure and it's more public divisions do, unless the need arises, such as in times of war; this used to be difference during the third Mizukage's reign, where it was more of a guild of assassins and when it glorified itself of it's work in much more prideful manner than nowadays.
It is known they allow members to freely join and leave, provided they still work for Kirigakure; most that serve the Mumyōnohito, usually do so for the entirety of their lives, or for a short-term duration. It makes sense given how the organisation governs itself, as so nothing is too set in stone, other than it's tenets and what it demands of it's members whilst they're apart of the Mumyōnohito.
It is also known that the organisation has strong ties to both the Tsume and Kushaku clans due to their abilities complimenting the organisation's needs and purpose quite well; it is also been said that some of the less bloodthirsty Momochi clan members, have also joined the organisation, though only for a short duration as to reap the rewards of the training given in regards to stealth, scouting and being that of an escape artist.
However, there is always a rumour or two regarding the Mumyōnohito, such as the fact that the criminal known only as 'Hagetaka, Ihase', used to be a high ranking member of this organisation until he broke several of the tenets and killed some of his superiors before turning to a life of crime, which would explain his ability to escape the most stickiest of situations; some even reckon it's due to the man becoming a criminal, that the organisation had suddenly became 'less-violent', as to protect it's reputation within the Land of Water in the last couple of years. However, with such news, it does suggest the organisation can be possibly changed or shifted slightly in it's purpose, depending on the leader's interpretation of it's tenets and purpose towards Kirigakure; it didn't just used to be only 'The eyes and ears of Kirigakure', it did have a much more prominent hand in matters.
How does one join?
The organisation tends to hand-pick it's members, usually by sending one of it's lower-ranking individuals to contact the person of interest; after that, they are given a short trial in which they must seek out dead drops and recover the contents within; usually leading to another dead drop, within the span of a few days. After of which, if they are successful, they'll be approached once again; what happens after that is uncertain, as the organisation's recruitment methods aren't publicly known or spoken of in great detail.
However one thing is certain; they have not recruited anyone that has held the rank of Genin unless they hold considerable experience or promise in the fields of stealth. The organisation tends to target Shinobi that hold the rank of Chūnin and attempts to recruit them into the fold.
The organisation is usually governed and led by the most experienced member within, but other than that, there is no discernible chain of command that is known to the public.
Members of the organisation are usually dressed from head to toe in black fabrics, with their faces concealed as to mask their identities; if they are on matters within Kirigakure or it's surrounding regions, they can be seen sporting the village's headband, otherwise outside of Kirigakure and the Land of Water, they do not wear it.
