Sabotage!
It has not even been a week and the votes for the young representatives of Kirigakure for it's political influence upon The Land of Water and the Council of Kirigakure has already been tampered with; this mostly annoys the Council of Kirigakure who have now closed the polls earlier than expected and called for an official, formal investigation to be carried out by the Okyu-Ehei to find the culprits responsible and to investigate both the victors and ones that benefited from this sabotage.
However, despite this, the Council is publishing the results of the poll so far, along with their speech and demands of Kirigakure's authority, to determine if those who had placed highest did so in an illicit manner.

Council Spokesperson's speech:
"We have decided to publish the results and to also close the polls. As of last night, we received word that one of the voting wagons had been fouled, a number of voting boxes were left open and the contents ruined. We also discovered that only the voting boxes of Kimari and Makikomu, Okui had been left free of any tampering."
"Not only that, but one of the barges transporting polling papers from the western island has gone missing."
"For now, our attention is on the act of potential sabotage and tampering and so far, the only indications being that Okui and Kimari being the potential suspects, but upon further investigation by our own militia, it is suggested it might very well be a framing attempt by those below them. So for now, we'll be taking Okui and Asuga as representatives; on the account that initial results, reported Okui and Asuga in the lead, with Kimari as a possible third, should they be innocent; leading to three representatives if all parties are not involved in any tampering."
"There will be a sizeable reward for any member of the Okyu-Ehei if they provide conclusive evidence or bring the individual responsible for tampering with the polls, to us directly if possible. Of course, it isn't our place to impeach the individual if the Mizukage denies us the right."
"We will be posting an open mission in a few days time for any shinobi who want to prove themselves, to retrieve the missing transport barge and return said barge to Kirigakure if possible. A group of four is needed for that, so you may begin planning ahead."

As such action invalidates the honesty and honour of Kirigakure as a political entity and an example should be made of criminals, such as the ones who tamper with Council business."

It is rumoured the Council is likely to going to execute the individuals responsible for tampering with the polls if they are brought directly to them; whilst they might not have the authority, it'd seem they are willing to overstep their boundaries as to prove a point, or to rather make a 'power play' in the eyes of the civilians. It is quite clear with the attempted lowering of funding that proved null and void during the Daimyō's visit, who favoured Kirigakure, that they are seeking other ways to increase their influence over the village; though with more unsavoury political strategies that involve less outside interference like the Daimyō!
As for the Okyu-Ehei, they are encouraged by monetary rewards and a question of integrity to begin questioning and investigating each of the contestants of the poll, as to who or what might have tampered with the results; with more priority being placed on those with the higher results first and foremost.
