The council has decided
Today dawns an opportunity for Kirigakure's genin to purge out any corruption within both the council and the village as a whole, perhaps.
Today marks the day in which the council has finished it's initial inspection and investigation regarding the polls' sabotage; they have concluded that none of the six are directly responsible for the vile acts and that both inside and outside elements are to blame. In particular, the council has stated that the rumours of outside sabotage is true and that individuals that belong to the so-called 'Cult of the Cabal' are to blame, but that there are individuals within Kirigakure that would see it suffer too and that one or more of said individuals, are shinobi belonging to Kirigakure.
However with an unexpected twist, the council had revised it's decisions made; the opportunity to have three representatives meant they could focus on certain sectors within the village and report back on any issues, but also to have the three that were deemed the lowest to act as underlings.
In a speech delivered today at the Headsmans' Rally, one of the vice chairmen of the esteemed council of Kirigakure had this to say:
"We have decided to make this an opportunity for Kirigakure to truly shine, to make Kirigakure great again."
"With our investigation truly having no proper progress to delivering justice to the perpetrators, due to a number of factors but also from learning only snippets of the truth! It is now time to prevent ourselves from wasting too many resources and effort and time on such pointless endeavors; we know those that seek to ruin Kirigakure, be it the cowards who skulk in the shadows who despite those that wish it well or that so-called Cabal Cult that has been on a path of vengeance within the last few months due to our Genin having successful missions against their degeneracy."
"Well, I say, it is time to give the newer generation a chance to learn, be it the easy or hard way of what it's like to be a leader; of course some will be better cut for it than others. That being said, we're not stupid, we can't just hand over the keys to the village to a bunch of teenagers, but we can let them have a little bit more control, a little bit more of a say on matters in the upcoming future. After all, they will be the next generation and the next generation is to pave the way forth for generations to come."
"So, we will be posting bulletins across the village, of our decisions."
"Each of the representatives will report to the council when needed, each one will also cover a certain topic moreso section related to the village, be it military, health or domestic. For now their responsibilities are simple... Basic..."
"Military, will mostly cover reports on our shinobi, their activities if deemed illicit, of our military's regional activities, internal activities and of the Okyu-Ehei and it's performance."

"Despite being a representative for each section, they can and may overlap if the need arises if they need to step in for one another or cooperate. On top of this, they will have a deputy, an underling if you will that will help them in their duties, if need be.
"For, the military representative, we have chosen; Makikomu, Okui. Her deputy will be Tsume, Gatsu. Okui led the polls with the most votes and despite external and internal factors that attempted to sabotage her success, she has been able to produce results for the village from what we have been seeing. Gatsu has been assigned as the deputy, as we believe he could learn a thing or two from Okui."
"For, the health representative, we have chosen; Megumi, Asuga. She was second place according to our team, joint-second place with Kimari that is and we have looked into her background; she is a medical-nin which means she is qualified for the position. Her deputy will be Moubu Tadimaru, as we feel that due to his focus being medical as well, along with some focus being placed onto self-defense, that there will be a common ground for the two to cooperate and bring pride to our village with combined efforts. It simply feels like the best choice, all in all."
"For the domestic representative, we have decided to choose Toshi, Kimari. They are an investigative sort and has made numerous efforts to report ill-doings to the council, infact they had helped discover the fact that the cult was directly responsible for one of our transport barges being stolen, amongst other things. We believe, she will be able to help guide the village down a stricter path in the future, after she has had some experience as a representative. Her deputy will be Hoshigaki, Mako, as we have been told she wishes to see the village improved; she can start by helping Kimari sorting out the rabble within the village first, then move onto bigger, greener projects."
"As of right now, all positions are merely entry-level. They have no true authority, other than what we give them proxy by permission."

Over the coming days, weeks, months and perhaps years, we will be tutoring them and through learning they will acquire more responsibilities; for now they are simply there to report the wrongdoings of their peers and of the village and any mishaps within the region directly to us. From there, that is where they can acquire any aid or means to straighten out the thing they view as an issue."

An edited edition of this speech was posted to the various bulletin boards around the village, so far, the civilians see this as a way of the council to curry favour from some of it's more power-hungry or ambitious shinobi and educate their opinions to closer align with theirs; if they influence the minds of those that would in the future potentially be Jōnin or even having the position of Mizukage of the village, that would mean the council would ultimately control it.
Others believe it may be a sign of the council trying to act lazily or maybe get back in the Daimyō's good graces. One thing is for certain though, it wasn't expected for the council to end up using all six of the participants for their little political campaign and that also, this could either spell greatness for Kirigakure, or gloom should the hearts of those chosen be not so pristine as one would hope.
The council is also still offering a sizeable reward for any traitorous folk outed within the village, being taken directly to them; of course this is to be looked down upon, given that is it the Mizukage's responsibility first and foremost to decide on village matters directly. But given the council's wealth and connections as well as influence, they seem to be forgetting their place and overstepping their boundaries; it'd be up to the Mizukage and his trusted members of the Okyu-Ehei to remind them if the need arises.
