I can't possibly write out all the potential suggestions for clans in a poll, so this won't be locked. Keep your responses as formal and concise as you can and I will delete responses if they have -w- in them.
Keep in mind that canon clans are a DR option already and some can potentially be earned as uniques on your day 1s (such as Shadow Binding and Expansion Technique) and that more clans are planned to be added throughout the wipe as the dynamics of the game change mid-way.

Remove the Spider Clan. Spider is supposed to be a unique limited to one person, giving people the potential to re-enact the spiderverse is demotivating to even think about. Suggestion - replace them with something like the Uchiha clan so you can rile in players. Having four locked clans isn't even going to be an issue, since this is gonna be a 1 village wipe, and we all know the sasuhues that are gonna be going rogue. Remove the Hoshigaki chakra perk or make it a unique. Not every Hoshigaki should RP Kisame.

Uchiha: A diverse clan that brings many unique opportunities to the game. Genjutsu, Katon, Dojutsu(shit that no other clan has), and the elitist aura that would make them fit in right with the upper classes of Kirigakure. Plus, it's high in player demand. Imo it doesn't need to be extensively locked anymore than any other locked clan.
Custom Clan Guidelines(for admins): This is some shit admins need to keep in mind when making custom clans, imo(owo). Does it offer a unique playstyle? Is it different than Non-Clan++? Is it something other than an advanced kkg? If yes to all these questions, it probably would be a decent clan idea.
I think custom clans should be kept to a minimum though. Most people seem to prefer canon clans..
Chinnoike: I can't see how this will be a good clan, imo. The dojutsu requirements are terrible for rp and blood won't offer anything unique besides suiton clone or better suiton. Maybe I'll be proven wrong.
Inuzuka: Maybe Momochi can be reworked to be similar to this? Or just add it in the game.
Put Karatachi on the chopping block. I don't see how it can be saved without just flatout reworking it so it's not even remotely similar to its initial concept, which is "Suiton you can already do as a non-clan".
Kushaku should be a one person unique.

A clan specced in either Doton or Raiton, to diversify the current selection of elements that are open to people wanting to play a clan.
Give more open clan options, that aren't necessarily too swole to the point in which they need to be locked.

Kamizuru: Unique concept, diverse playstyle with breeding bees capable of performing different shit, lacks the chakra sapping shit that makes aburame a headache, isn't Uchiha(niggas got a hater boner for it o-o)
Rubber Body clan: Takes a medic unique absolutely NO ONE tries to go for(and you can actually make a clan concept out of it) and turns it into a clan tree. Stretching limbs, inflating them for attacks, maybe even shapeshifting the user's face? Think Luffy from one piece imo

I vote for the smoke clan or the flower clan, preferably the latter. Sceptical on the chinoike since they have sharingan-type genjutsu.
I vote adamantly against any leaf village canon being put in, kill urselves. however i wouldn't be adverse to getting 'new' kirigakure clans that copy traits from the leaf, such as a kirigakure variant of the akimichi.
As for unique clans? I think a clan that's able to cause rain and then manipulate the falling rain might be cool. including stuff like pein's rain sensory jutsu. Idk. Maybe that would be stepping on suiton toes.

Like I said before- at the end of the day, all the clans (canon and non-canon) were created in the head of some nigga who thought they were cool and tried to make them work in a story. I'll tell you what I think would be cooler than the custom clans currently in- not objective fact, just my opinion. (names are placeholders and the numbers definitely need to be balanced by someone smarter than me, but the ideas themselves are 100% serious).
- Lee Clan: Have you ever thought 'man it's kinda wack that there's only ever one Gates user a wipe but idk how to balance multiple Gates users'? Here it is- an unlocked clan where their main claim to fame is being the only people able to unlock some of their inner eight gates for additional power. There's a catch- clan members have to invest solely into Taijutsu in order to make full use of their Eight Gates technique. In this way, you incline people to play this clan one of two ways- be Rock Lee/Might Guy and go full tai spec and aim for the Eighth Gate, or be a hybrid user who settles at the 4th Gate or lower but is able to invest in other styles.
"But Darwin, allowing anyone to access Gates would be wack!"
You don't start out with Gates. You start with nothing, just like everyone else. Essentially, until you get your 1st perk, you're just a non-clan. There will be six perks each that unlock gates and enable the creation of gates-related techniques, and every single one will be gated (ha) behind admin approval. If you invest in anything beyond Taijutsu, you lock yourself from becoming able to unlock Gate 5 and above- and a lot of cooler techniques become out of your reach. If you struggle and fight for relevancy while sticking to Taijutsu, you have the potential to achieve greater heights than most will ever see.
Wanna see what those heights look like?
Perk 1 - Unlock 1st Gate. Available at D+. Requires T1 Taijutsu. Perk 2 - Unlock 2nd and 3rd Gates, allows the creation of C-rank Gates techniques. Available at C. Requires T2 Taijutsu. Perk 3 - Unlock 4th and 5th Gates, permanently locks all of the user's profession slots outside of Taijutsu. Allows the creation of B-rank Gates techniques. Available at C+. Requires T2 Taijutsu. Perk 4 - Unlock 6th Gate, allows the user to open the 1st Gate and 2nd Gates without drain. Available at B-. Requires T3 Taijutsu. Perk 5 - Unlock 7th Gate, allows the creation of A-rank Gates techniques. The opening of the 3rd Gate loses its drain and the drain of the 4th and 5th Gates are lessened by half. Available at B+. Requires T3 Taijutsu. Perk 6 - Unlock 8th Gate, allows the creation of S-rank Gates technqiues. The opening of the 4th Gate loses its drain and the drain of the 5th and 6th Gates are lessened by half. Available at A-. Requires T4 Taijutsu.

It matches up pretty well with the shenanigans you can pull with Kaguya, Yuki, and Hozuki up until the Eighth Gate- which is something that only one player at a time should be able to open. That's up to the admins- the point is that the Eight Gates are one of the few uniques that could be translated into a niche clan, and let's be real- with hard-hitting niche Taijutsu clans like Akimichi, Inuzuka, and Hyuuga missing, we need another one to be at odds with the Kaguya.
"This just invalidates non-clan Taijutsu specs!"
There are no permanent core buffs or power advantages from having Gates. There's nothing stopping a non-clan taijutsu spec from getting Breaths, RNY, or a cool custom to compete- only your own imagination and motivation, dude. Also, I would suggest making the drains for 1st-3rd Gates particularly punishing/draining unless you dedicate yourself to Taijutsu- idk the exact numbers to balance it with, but that's the gist of it. ---
- Gay Clan: A bunch of grimy ass niggas descended from a grimy ass nigga (polo) with a normally useless KKG- they passively absorb chakra from their surroundings while standing still, forcing them to be solitary and separate from others. Each successive generation have created ways to make use of this KKG, building a foundation of hiden for the current generation to use to make their own disgusting techniques to destroy their foes.
Auto-Given T1 Perk - While standing completely still for their turn, the user draws in minimal chakra from all living beings within one tile of them. No techniques can be created. T2 Perk - While standing completely still for their turn, the user's range is extended to three tiles for minimal drain, one tile for moderate drain. C-rank Chakra Drain Techniques can be created. T2 Reserves required. T3 Perk - While standing completely still for their turn, the user's range is extended to five tiles for minimal drain and three tiles for moderate drain, and one tile for extreme drain. B-rank Chakra Drain Techniques can be created. T4 Reserves required. T4 Perk - While standing completely still for their turn, the user's range is extended to seven tiles for minimal drain, five tiles for moderate drain, and three tiles for extreme drain. A-rank Chakra Drain Techniques can be created. T5 Reserves required.
T2 Semi-Unique Perk - The user can freely choose who within their range to drain from, allowing their allies to freely move while close to them. They can also completely suppress their passive drain. Requires T2 Chakra Control. T3 High-Tier Semi-Unique Perk - The user can now move freely while still utilizing their chakra drain kkg. Requires T4 Chakra Control. T4 Unique Perk - The user's range for all chakra drain is extended by two tiles and can freely transfer their chakra to allies within their range instead of themselves. S-rank Chakra Drain Techniques can be created. T4 Perk, T2 Semi-Unique Perk, and T6 Reserves required.
Example C Rank - Grappling move where you drain someone as you try to choke them out. Example B Rank - Draining the elemental chakra flow out of someone's weapon as you parry their strike. Example A Rank - Releasing all of your leeched chakra in one great 9x9 AoE, stunning yourself for two turns and negating your passive chakra drain for 48 OOC hours.

Yeah. This playstyle is for people who like to play keep-away and change the way fighting will flow. After a certain point, CQC becomes certain death for most people trying to fight against such a clansman- but the same is true of a Kaguya or Hyuuga who attains their endgame, isn't it? This is just a different flavor of that. A -disgusting- flavor. I could see this as a locked clan, but it would probably work better as an unlocked clan with heavy admin supervision because it fills the sort of niche that Akimichi and Nara did- it has an unusual characteristic that forces opponents AND allies to deal with them differently.
Don't try to tell me that this is worse than a fully-realized Nara that can insta-paralyze and choke to death three niggas at once from 30 tiles away. ---
- Colorless Clan: A dojutsu clan. Are they edgelords with a bone to pick with the world? Are they royal dickheads who look down on everyone else? Are they dumb filler?
No.
These dudes start off with ordinary eyes. Those that become shinobi and see more of the world gradually lose the color in their eyes. This loss of hue enables them to see glimpses of the future, occasionally granting them increased reaction time and foresight. They are natural pacifists who try to guide others and themselves to enlightenment. Let's see how it could work:
Auto Given: Colorless Eyes! - These eyes can see the world for what it will become. They are faintly aware of the vague paths that extend out from themselves and into the future. Tier 1 - A small loss of coloring has occurred in these eyes. These eyes have glimpsed at the paths leading out from the user and can find the most suitable one at any given time. The user can roll a 1d20 once per turn. If it's a 5 or less, they gain +1 Tier of Dexterity for the turn. Requires T1 Perception. Passively acts as T1 Mind. User locked at T3 Sight. Tier 2 - A moderate loss of coloring has brought made these eyes seem dim. They understand the order of the paths, structuring them against one another and seeing glimpses of potential futures. The user's roll is lowered to 1d15 and they gain +1 Dexterity and Speed if successful. Requires T2 Perception. Passively acts as T2 Mind. User locked at T2 Sight. Tier 3 - A great loss of coloring, turning the shades into greyscale. The meaning of one's life is clear now- and the path you walk is no longer as unsure or fluid. The user's roll is lowered to a 1d10 and they gain +1 Dexterity and Speed if successful. Requires T4 Perception. Passively acts as T3 Mind. User locked at T1 Sight. Tier 4 - A complete loss of coloring, causing the user to become blind. The paths of not only one's self but of others shine brightly to you. You can decide the correct future with a glance and boldly take it without hesitation. The roll is disregarded and the following boosts are permanent as long as the eyes are intact: +2 Dexterity, +1 Speed. Requires T5 Perception. Passively acts as T4 Mind. User is blind.
T2 Semi-Unique - With these eyes, the user no longer has fear or reverence for the past. This individual gains +2 to their roll chance against opponents they have fought before and are immune to their Will Perks. Requires T1 Colorless Eyes. T3 High-Tier Semi-Unique - Once you understand the present, the outside world can be made to kneel before you. The user's body becomes colorless in exchange for all of their jutsu becoming colorless and, thus, losing their elemental disadvantages while keeping the advantages. Permanent +1 Chakra Control. Requires T3 Colorless Eyes. Locks you out of the other T3. T3 High-Tier Semi-Unique - Once you understand the present, you are free to become a part of all that is around you. The user's body becomes colorless in exchange for their senses being enhanced to a great degree. Permanent +2 Hearing and Smell. Requires T3 Colorless Eyes. Locks you out of the other T3. T4 Unique - Your vision is gone and now all you can see are paths. You give up your individuality and dive fully into the paths, visions passing before you constantly. All limitations are negated- are become capable of learning any number of professions and become the master of anything, so long as air flows through your lungs. Requires T4 Colorless Eyes.

Uh... kinda, yeah. I took the best out of both of them and made something that I think would be cool to see in Kiri. You have a bunch of crazy war-hungry maniacs who focus on brute force to destroy their enemies. A pacifistic clan that focuses on inner peace and enhancing the senses who have a really sweet endgame... well, it's a niche that isn't filled yet. This fills it. This is definitely a clan that should be locked, but it takes a lot of investment to be able to compete with anyone. It has paths for both elementalists and cqc users, so it encourages diversity and gives antagonists (chinch) some niggas to target/experiment with. The numbers/abilities should definitely be discussed and probably changed to be fairer/more niche, but that's what I came up with off the top of my head.

PLANT CLAN IDEA
A clan that forms plants and petals and relies on the myriad hallucinogenic effects of their creations. Since it's in Kirigakure they could have a strong weed/water lily vibe.
Their perk would make them immune to the effects of their own hallucinogenics and give them poison resistance in general.
Here are some example jutsu with no particular strength or order attached. - A storm of petals rising from their sleeves or from an already existing flower jutsu, like dozens of razor sharp shuriken that rush towards the opponent.
- Growing a fat ass 3x3 flower from the ground... the next turn the flower will start spewing hallucinogenic fog in a large aoe. This fog should be a debuff at worst, nothing that paralyzes or kills since that's lame. Similar to fighting in mist.
- Upon making contact with an enemy in close combat, they can leave a tiny flower on them. The flower needs perception equal to opponents taijutsu skill to notice. If it isn't ripped off in 1 turn it explodes in a puff of pollen, debuffing the opponent.
- The user is suddenly swallowed by a giant beanstalk, sinking into the ground and reappearing the next turn within x tiles. Has a cooldown.
- Stretching out their hand, the user brings forth a large flower known for its chakra consuming properties. It can be used to block techniques of similar level. The absorbed chakra does not grant any benefits. (Basically just a defensive tech).
- Vines whip up from the ground, lashing towards the opponent. Their damage is minor and their grip strength is not extreme. The vines are littered with small flowers that, after a turn, release their hallucinogenic pollen to all still nearby the vines.
EDIT: Weak to fire and strong against water (in general) as plants burn and soak up water easily.
